Run reconciliation checks on the vendor transactions that have a recon_status set to "Unprocessed". The method returns the number of
transactions that were successfully reconciled against the Core databases, as well as the number
of transactions that failed to be reconciled. When failed, the particular errors are stored on
the transaction rows in the recon_outcome_reason column.
